Key Roles Within Our Agency

Foster Agency Administrator

The Foster Agency Administrator is the senior leader responsible for overseeing the overall
operations, compliance, and program quality of the foster care agency. This individual ensures
that the agency operates in accordance with state licensing standards, promotes child safety
and well-being, supports foster families, and advances the organization’s mission and goals.

Key Responsibilities:
● Lead day-to-day operations and ensure regulatory compliance
● Supervise program staff and support agency leadership
● Oversee licensing, quality assurance, and case management systems
● Manage budgets, reporting, and funding requirements
● Represent the agency in community and CPS partnerships
● Ensure safe, ethical, and trauma-informed service delivery

Qualifications
● Bachelor’s degree in Social Work, Human Services, or related field
(Master’s preferred)
● 3–5 years of leadership experience in foster care, child welfare, or human
services
● Knowledge of DFPS regulations and Texas Minimum Standards
● Strong skills in supervision, compliance, and program management
● Excellent communication, decision-making, and organizational abilities
● Valid Texas driver’s license and reliable transportation

Foster Care Case Manager

The Foster Care Case Manager is the frontline advocate for children in placement. This position
ensures that each child’s emotional, physical, and educational needs are being met and that
foster families receive the support necessary to provide stable, nurturing care.

Key Responsibilities:
● Conduct regular home visits to assess child safety and progress
● Create and update service plans in compliance with DFPS guidelines
● Coordinate services including medical, mental health, educational, and legal
appointments
● Monitor foster parent performance and provide coaching/support
● Facilitate communication between CPS, foster families, therapists, and schools
● Maintain accurate documentation and submit timely reports

Qualifications:
● Bachelor’s degree in Social Work, Psychology, or related field (required)
● Minimum 1 year of child welfare or case management experience
● Excellent written and verbal communication skills
● Must be organized, adaptable, and able to handle crisis situations
● Reliable transportation and valid Texas driver’s license

Home Developer

The Home Developer is responsible for recruiting, training, and licensing prospective foster
families. This role is essential to ensuring that every child has access to a safe, supportive, and
well-prepared home. The Home Developer guides applicants through each step of the
process—from initial inquiry to final licensure—while maintaining compliance with state
regulations and agency standards.

Key Responsibilities
○ Promote the agency and foster care opportunities through community events,
social media, partnerships, and referrals
○ Facilitate pre-service training and orientation for new foster/adoptive applicants
○ Provide education on trauma-informed care, licensing standards, agency
expectations, and child welfare system
○ Track and coordinate training attendance and certifications
○ Guide families through the application process, including background checks and
documentation
○ Conduct home visits, interviews, and safety assessments
○ Complete home studies and write detailed assessments in compliance with
Texas Minimum Standards
○ Ensure homes meet all licensing criteria and prepare families for placement
○ Collaborate with program and case management staff to ensure smooth
transitions to placement

Qualifications:
● Social Work, Human Services, Education, or a related field (preferred)
● Experience in foster care licensing, training, or child welfare (preferred)
● Strong interpersonal, public speaking, and organizational skills
● Knowledge of DFPS regulations and trauma-informed care
● Ability to travel locally for home visits, meetings, and recruitment events
● Reliable transportation and a valid driver’s license

Treatment Director

The Treatment Director at Anchor of Strength plays a critical leadership role in overseeing the
clinical integrity and service delivery of all foster care programs. This position ensures that
children and families receive trauma-informed, therapeutic, and individualized care that meets
state licensing standards and best practice guidelines.

Key Responsibilities:
● Direct and supervise clinical staff including therapists, case managers, and support
personnel
● Ensure compliance with all DFPS regulations, Texas Minimum Standards, and agency
policies
● Oversee treatment planning and implementation for children in care
● Review and approve assessments, service plans, and discharge summaries
● Provide clinical consultation and crisis intervention as needed
● Develop and implement training for staff and foster parents on trauma-informed care
● Collaborate with licensing, legal, medical, and educational providers
● Participate in audits, licensing visits, and continuous quality improvement initiatives

Qualifications:
● Master’s degree in Social Work, Counseling, Psychology, or a related field (required)
● Must hold an active Texas license (LCSW, LPC, LMFT, or equivalent)
● Minimum 3–5 years of experience in child welfare or therapeutic foster care
● Strong leadership, organizational, and communication skills
● Working knowledge of trauma, attachment theory, and behavioral interventions

No. You can be single, married, divorced, or partnered. What matters most is your ability to provide a safe, stable, and nurturing environment for a child.

How long does the licensing process take?

On average, the process takes 1 to 3 months, depending on how quickly you complete your application, training, and home study. Our team will guide you through each step.

Do I have to own my home?

No. You can rent or own a home or apartment, as long as your space meets safety requirements and has room for a child.

Can I choose the age or gender of the child I foster?

Yes. We work with you to understand your preferences and match you with children whose needs fit your family’s strengths.

Will I be responsible for all the child's expenses?

No. Foster parents receive a monthly reimbursement to help cover food, clothing, housing, and other basic needs. Additional services like counseling or medical care are typically covered by the state.

What types of support will I receive?

Can I work full-time and still foster?

Yes. Many foster parents work full-time. You’ll need to have a plan for childcare when you are not available, and we can help guide you through that process.

What happens if I need a break or support?

We offer respite care, where licensed foster families provide short-term relief. Our team is always just a phone call away if you’re feeling overwhelmed or need guidance.

Is adoption possible through foster care?

Yes. While the primary goal is reunification with the birth family, some children become eligible for adoption if that is not possible. Many of our foster parents have successfully adopted children through our agency.

What kind of children need foster care?

Children of all ages, from infants to teens. Some have experienced trauma, neglect, or abuse and may have emotional or behavioral needs. Others may simply need a safe, loving place to stay temporarily.

Can I foster if I already have children?

Absolutely. Many foster families include biological or adopted children. We will help you assess how fostering may impact your household and offer tools for preparing your family.
